International Advisory Panel of HESPI
HESPI has an international advisory panel which comprises a prestigious group of experts from the sub-region and abroad who have a strong commitment and passion for economic and social development of the Horn of Africa and other low income countries.
The current advisory Panel comprises the following:
Dr. Osman Sh. Ahmed: has PhD in Economics and is Senior Manager of Islamic Development Bank, Saudi Arabia (2008-), Senior Economist and Manager at the World Bank Group, Washington D.C. (1985- 07). He worked in many countries in Africa, Middle East and Asia as Policy Advisor and was the World Bank Representative in Yemen for three years. He worked at the International Finance Corporation, the private sector arm of the World Bank Group. Dr. Osman was a Senior Associate, Morgan Newman Associates Inc. (1983-85) and University Lecturer and Financial Analyst (1970-78). He has numerous publications in academic and professional journals, and has published several books.
Dr. Lual Deng: has PhD in Development Economics and is Minister of State Petroleum of Sudan (2010--) and State Minister for Finance (2005-10). He was senior economic and financial advisor, in Southern Sudan, (2000-04). Dr. Deng was Consultant to the World Bank and UN agencies (1995-00). He worked as Division Chief, Environment and Social Policy, African Development Bank (1991-95).
Dr. Elmi Ahmed Duale: is a Doctor of Medicine (MD) and is Ambassador of Somalia to the United Nations, NY (2005--). He was Public Health Consultant (1999-2004). Dr. Duale was WHO Representative in Tanzania and Eritrea (1983-99) and WHO Medical Officer, Nigeria (1974-83). He was Minister of State for Foreign Affairs 1969-70, and Medical Officer, Somalia (1962-69).
Mr. Heikki A. Haili: has M.A. in Economics and is Deputy Head of Mission, Embassy of Finland in Tanzania (2008-). He has some 30 years experience in management and development economics, and has resided in Africa for many years working on economic development issues. Mr. Haili published a number of articles about economic development issues, and his current interests include institutions development and growth dynamics.
Dr. Abdalla Hamdok: has PhD in Economics and has over twenty five years experience in addressing development challenges in Africa. Dr. Hamdok is Director, UNECA (2008-current). He was Regional Director for Africa and the Middle East of the International IDEA (2003-08); and Senior Governance Coordinator of UNECA, (2001-03). Principal Policy Economist, African Development Bank, (1997-2001). Dr. Hamdok was Chief Technical Advisor, ILO/Southern Africa Multidisciplinary Advisory Team in Zimbabwe (1995-97) and Principal Consultant, Head of Public Sector Group of Deloitte and Touche Management Consultants, (1993-95). He was senior official with the government of Sudan, Ministry of Finance and Economic Planning (1981-87). Over the years, he developed interest on issues of governance, institutional analysis, public sector reforms, regional integration and resource management, and is the author of many publications on Africa development challenges in these and related issues.
Dr. Andrew Mullei: has PhD in Economics, was former Governor of the Central Bank of Kenya (2003-05), and has worked since then in private business. He was Director Economic Growth Centre in Nairobi (1992-03). Dr. Mullei was a former Director of African Monetary Centre and Advisor to the Executive Director of the International Monetary Fund. Published articles in journals on economic development and monetary issues.
Mr. Teferi Seyoum: has M.A. in Sociology. He was senior United Nations official for over 28 years and worked at the UNFPA headquarters NY in 2004. Mr. Seyoum was UNFPA Representative in Tanzania (1997-03); Ghana (1993-97); and Uganda (1988-93). He was UNFPA Deputy Director in Zambia (1984-88), Program Officer Lesotho (1979-84) and WHO Officer in Bangladesh, Ethiopia, and India (1970-76).
