for Consultancy Service for Providing Technical Assistance through a scoping mission

on Public Finance Reforms, Macro-economic Analysis and vision development in Somalia (PFM, Public Audit and Central Bank)

Background

Horn Economic and Social Policy Institute (HESPI) is a research Institute and think tank established to promote high-quality socio-economic policy research and analysis, policy advisory services and capacity building to assist the governments, private sector and other stakeholders of the development of the IGAD region.

As a regional policy research think tank, HESPI has provided Technical Assistance (TA) in IGAD member countries especially in post-conflict and fragile situations. In Somalia, HESPI focused mainly on financial Integrity Institutions building. The Institute has been engaged in building the human and institutional capacities of public finance agencies in the region. HESPI provided extensive support to the Ministry of Finance in Somalia during the transition periods to prepare the first national budget in about twenty years. The Institute also supported other government agencies including the updating of the legal framework of the Central Bank Somalia (CBS) and other financial institutions of the country and trained many officials from the financial Integrity Institutions such as the Ministry of Finance, the Federal Auditor General’s Office, and Parliamentary Economic and Finance Committees.

Among the various Public Service and governance Institutions in Somalia which may require capacity building in the post-conflict situation through TA or otherwise, HESPI will focus on assessing and scoping the capacities of Financial Integrity Institutions (FII)[1] under the African Capacity Building Foundation (ACBF) supported project.  Also, the Somali authorities have indicated that these Integrity Institutions require immediate capacity boosting to enable the new government, among other things, to:

  • Effectively collect and manage the inland revenues/domestic resources to fund the recovery, reconstruction and re-building plans of the country
  • Plan, implement and control/monitor Public Finance/resources with integrity and accountability
  • Build on the commitment from the leadership for institutions building and consolidate the reform agenda; these steps justify the relevance and importance of this scoping mission to conduct assessment of current performances and recommend workable ways forward to build capable and sustainable public institutions.

This mission that HESPI is planning to conduct to Somalia sometime in July has three components which would require three different consultants:

  • Assessing the Capacity of the post-election Somalia in the areas of Public Finance management
  • Assessing the Audit capacities of public resources
  • Assessing capacities and prioritizing TA needs of the roles of the Central Bank

Purpose of the Mission

The prime purpose of the mission is to assess or take account of the performances, capacity gaps and needs of FII in Somalia as basis for needs-based Technical Support that HESPI could provide in Institution building and enhancing economic and financial governance.

Specific Objectives of the scoping mission are to:

  • Assess and scope the current performance and capacity gaps of existing FIIs through engaging PFM officials and other relevant government agencies,
  • Assess the required measures to enhance the recovery and transition to accountable PFM and financial governance,
  • Assess and identify the various forms of TAs currently being provided or planned in the short-term by other stakeholders (technical and donor agencies) especially in the areas of improving PFM.
  • Identify and prioritize the urgent TA or capacity building needs in PFM that HESPI should focus on through developing a short-term action program,
  • Propose institutional capacity building and PFM measures and reforms or specific interventions needed for the key FIIs in the country,
  • Lay the road map and make recommendations on how to build these Institutional Capacities to ensure financial integrity in a more enhanced manner.

Key deliverables and learning outcomes

  •  The consultants will develop a comprehensive Inception reports that outline the the methodologies and the deliverables
  • The consultants will produce an initial outline of the mission reports
  • Produce final mission reports for the respective topics (PFM, Audit and Central Bank roles)

 Qualification and Profile of the Consultants

For the PFM: The PFM expert and Consultant should have:

  • Post graduate degree in economics, finance, management, and/or other appropriate fields of study
  • Minimum of 10 years’ experience in fiscal management, fiscal policy formulation, and financial  governance related work
  • A track record of working with economic and financial matters and development challenges; preferably in fragile states
  • Excellent command of writing and speaking English

For the central Bank: The Monetary expert and consultant should have:

  • Post graduate degree in economics, finance, and/ or other appropriate fields of study
  • Minimum of 10 years’ experience in monetary policy management, central bank operations,  and related work
  • A track record of working with economic and financial matters and development challenges; preferably in fragile states
  • Excellent command of writing and speaking English

The Audit Expert: The Audit expert/Auditor should have:

  • Post graduate degree in Accounting, finance, and/ or other appropriate fields of study
  • Minimum of 10 years’ experience in Public Auditing and related work
  • A track record of working with economic and financial matters and development challenges; preferably in fragile states
  • Excellent command of writing and speaking English

Request for Expression of Interest

HESPI now, therefore, invites eligible and qualified individuals professionals to indicate their interest in taking part in the scoping mission to Somalia. Interested individual consultants must provide information indicating that they are qualified to perform the services giving a description of similar assignments undertaken before and their qualifications and overall experiences in an updated CV. HESPI may request for written or verbal verifications of some of the qualifications, experiences and competencies indicated in the CVs.

Remuneration

Negotiable. HESPI offers an attractive remuneration for qualified professionals for short-term intensive consultancy services and who are committed to less secure areas like Somalia.
