Expression of Interest (EOI)

for consultancy service as a Program/Research Assistant

at The Horn Economic and Social Policy Institute (HESPI)


Background: The Horn Economic and Social Policy Institute (HESPI) is an independent, non-profit regional institute and policy think tank that conducts high quality research and focuses on policy advice and institution building in the member countries of the Intergovernmental Authority for Development (IGAD) region and other low income African countries. HESPI wishes to procure the services of a competent Program/Research Assistant to work at HESPI program, in support of an African Union High level Implantation Panel (AUHIP) project.

Key roles and responsibilities:  The major responsibilities of the Program Assistant are to assist the Senior Advisor of the AUHIP and HESPI research staff in matters of program planning and implementation; assistance with data compiling and collection; facilitation of communication and scheduling of meetings and related matters, as well as coordination of the activities of HESPI and the senior advisor under the AUHIP project.

Key Deliverables:

  1. Effective assistance on project data management, and communication on  project matters with relevant stakeholders,
  2. Support to senior Advisor and research team in developing in the delivery of the technical and financial plans of the project
  3. Effective facilitation of  contacts and communications, and arrangements for meetings and conferences.

Required qualifications of the Program/Research Assistant: Undergraduate degree in economics, management, accounting, finance or related fields. The candidate should have at least five years of experience in a similar position and level of responsibility. The person is expected to be competent in the Microsoft Office standard software (Word, Excel, Access and Power Point and any accounting package. High competency in written and oral English is required.

Duration of services: The fixed-term appointment will be for 18 months, starting on 15th October 2019;  with possibility of extension based on performance, mutual consent and funding availability.

Request for EoI: Eligible and qualified individuals must provide documentation attesting to the qualifications and evidence of their professional experience in similar assignment(s) before. Remuneration is negotiable, and HESPI offers competitive compensation for qualified staff.
