A Seminar with Finance and Planning Committee of Somalia Parliament on drafting fiscal bills including: public finance management, federal audit, and procurement and concessions was held from 13-16 December 2014,Nairobi. Finance and Planning members as well as drafters of bills attended. Three draft bills or fiscal legislations were thoroughly reviewed through a participatory process and critical amendments were made. The fiscal legislative bills amended included the draft Public Finance Management Bill, The Federal Audit Bill and the procurement and concession bills. Legislators gained analytical skills in processing within the legislative framework of the draft fiscal bills and familiarity in how to review other legislation. They acquired tools needed to undertake oversight functions on the draft legislation and strengthened their capability for promoting effective and accountable utilization of public resources.
